About the opportunity

The Victorian Government’s North East Link Program is Victoria’s biggest road project that will fix the missing link in Melbourne’s freeway network. The project will connect the Eastern Freeway to the M80 Ring Road with new twin tunnels, taking 15,000 trucks a day off local roads, slashing travel times by up to 35 minutes and create new open spaces and walking and cycling connections for local communities.

The project includes a massive overhaul of the Eastern Freeway, creating new express lanes and Melbourne’s first dedicated busway with two new park and ride facilities improving access to public transport in the eastern suburbs.  

Laing O’Rourke are working with North East Link Program, Symal, Arcadis and WSP to develop and deliver value-for-money engineering solutions for North East Link Program’s South Package, which includes Eastern Freeway upgrades between Burke Road and Tram Road including major bridge upgrades, road upgrades, lane duplications, a new interchange connecting to the North East Link Tunnels and new and upgraded walking and cycling connections and open spaces.

 

About the role

We are currently seeking an Operations Safety Manager to drive and embed a safety-first culture across our alliance, delivering the EBTA Health & Safety Management Plan and leading safety strategy across the project. This role offers you the opportunity to work closely with senior leadership and delivery teams, to champion behavioural safety programs, oversight of risk and compliance, and to shape how safety is integrated into every aspect of project delivery.

 

Key Responsibilities

  • Implement, monitor, and review the EBTA Health & Safety Management Plan (HSMP) and associated sub-plans.
  • Work with senior leadership (Head of Health & Safety, Project General Superintendent) to develop and deliver alliance-wide Health & Safety strategies and initiatives.
  • Champion the Alliance Safety Culture - embed behavioural safety programs and Safe Production principles throughout all aspects of project delivery.
  • Integrate safety into planning and execution by collaborating with delivery teams and supply-chain partners.
  • Lead the resourcing and development of Health & Safety personnel, ensuring alignment with EBTA values and project needs.
  • Provide oversight on risk management, emergency planning, incident/event management, and legislative & contractual compliance across the Alliance.
  • Chair key Health and Safety related forums to foster continuous improvement and collaboration with all project stakeholders.
  • Analyse safety data and trends to inform proactive improvements and help shape alliance-wide safety innovations.
  • Act as a key point of contact for stakeholders and regulators (e.g. WorkSafe) and represent the Alliance in strategic forums when required.

 

About You

  • Extensive experience in Health & Safety management within complex project or alliance environments.
  • Proven leadership skills and ability to influence culture across senior stakeholders, delivery teams, and supply-chain partners.
  • Strong capability to translate legislative and contractual H&S requirements into effective, practical safety programs.
  • Strategic thinker – the capability to assess situations as they arise and make timely and informed decisions that support the needs of the project.
  • Confident communicator - able to articulate safety performance, risk, and strategy clearly to diverse audiences.
  • Data-driven mindset - comfortable analysing safety data and leading continuous improvement initiatives.
  • Proactive, adaptable, and able to step into senior forums or roles when necessary.
  • Committed to embedding a genuine “Safe Production” ethos by championing behavioural safety and shared accountability across all levels.
