About the opportunity
The Victorian Government is upgrading the Eastern Freeway with new express lanes, new traffic management technology and Melbourne’s first dedicated busway. These changes will slash travel times and improve public transport in Melbourne’s east.
Laing O’Rourke is part of the Eastern Freeway – Burke to Tram Alliance with Major Road Projects Victoria, Symal, Arcadis and WSP. Our scope of work includes a new interchange connecting the Eastern Freeway to the North East Link tunnels, major road and bridge upgrades between Burke Road and Tram Road, smart traffic management technology upgrades and new noise protection to meet Victoria’s toughest traffic noise standards. The local community will also benefit from new and upgraded walking and cycling connections, upgrades to Koonung Creek Reserve and revitalised wetlands and open spaces.

About the role

As a Site Engineer within the Offsite Manufacturing and Fabrication team, this role oversees the production and quality control of precast elements manufactured by subcontractors. Working as part of the OMF team, you will ensure compliance with engineering standards, project technical specifications, and program timelines while ensuring the Precast subcontractors adhere to the production plan. Liaison with internal EBTA stakeholders will be part of the role.

Key Responsibilities:

1. Quality Assurance & Control:
• Monitor the quality of offsite-manufactured elements to ensure they comply with project requirements and VicRoads specifications.
• Conduct general surveillance in accordance with EBTA Inspection and Test Plans (ITPs) and the hold/witness point register.
• Raise quality reports and maintain detailed quality documentation, including site inspections, tests, and non-conformance reports.
• Oversee or coordinate the testing of materials, such as concrete strength and rebar integrity, and analyse results.
• Identify and report non-conformance issues (NCRs), providing required information to the Project Engineer (PE).
• Manage the compilation of Inspection and Test Records (ITRs) using TracBase.
2. Design & Engineering Support:
• Assist the PE with design reviews and verification of shop drawings and models.
• Raise and verify internal and external RFIs (Requests for Information) as directed by the PE.
• Manage precast subcontractor requests in coordination with the PE.
3. Production Control:
• Track and monitor individual suppliers production performance, ensuring timely and accurate reporting to the PE and SPE.
• Maintain and update production trackers, adhering to the quality program for hold/witness points.
4. Commercial Support:
• Verify claims quantities and check quantities in supplier invoices.
• Support the Delivery Commercial team to respond to any queries they may have to process Monthly Payment Claims etc., EoT requests
5. Health and Safety Compliance:
• Undertake surveillance to ensure compliance with safety standards at manufacturing facilities.
• Actively identify and report safety hazards related to offsite-manufactured components.
• Ensure compliance with manufacturer safety plans.
6. Temporary Works:
• Assist the Temporary Works Supervisor (TWS) and Temporary Works Coordinator (TWC) with inspections, gaining experience for future TWS appointments.
7. Client & Stakeholder Management:
• Assist client auditors by providing records and information during inspections as directed by the PE.
• Communicate progress, challenges, and any required changes to the plan with internal and external stakeholders.

Qualifications and Skills:
• Bachelor’s degree in Civil Engineering or a related field.
• Proven experience in precast or offsite manufacturing projects is highly desirable.
• Strong understanding of engineering standards, ITPs, and quality management systems.
• Proficiency in project management tools.
• Excellent communication and organisational skills.
• Demonstrated ability to work collaboratively in a team-oriented environment.
