About the opportunity 

The Victorian Government is upgrading the Eastern Freeway with new express lanes, new traffic management technology and Melbourne’s first dedicated busway. These changes will slash travel times and improve public transport in Melbourne’s east. 

Laing O’Rourke is part of the Eastern Freeway – Burke to Tram Alliance with Major Road Projects Victoria, Symal, Arcadis and WSP. Our scope of work includes a new interchange connecting the Eastern Freeway to the North East Link tunnels, major road and bridge upgrades between Burke Road and Tram Road, smart traffic management technology upgrades and new noise protection to meet Victoria’s toughest traffic noise standards. The local community will also benefit from new and upgraded walking and cycling connections, upgrades to Koonung Creek Reserve and revitalised wetlands and open spaces. 

About the role

We are seeking a Surveillance Officer to join the Eastern Freeway – Burke to Tram Alliance, supporting the delivery of quality inspections, compliance monitoring, audits, and site surveillance activities across the project.

Key responsibilities

• Conduct on-site quality surveillance and inspections to ensure works are delivered in accordance with contract requirements, approved management plans, and Inspection & Test Plans (ITPs).
• Monitor workmanship and compliance, identifying quality risks, non-conformances, and areas requiring intervention or escalation.
• Manage verification activities, and quality documentation to support project delivery standards.
• Build strong relationships with contractors, subcontractors, and suppliers to promote a positive quality culture and drive continuous improvement.
• Lead and support quality audits, surveillance activities, and compliance reviews in line with relevant standards and project requirements.

About you

• Significant technical experience within a project delivery environment.
• Technical knowledge to interpret drawings, specifications, and quality records
• Previous experience with Project Document Management Systems
• Experience as a Lead Auditor is desirable but not mandatory
