Laing O’Rourke, with joint venture partner Amentum Australia, will play a central role in supporting Australian Naval Infrastructure (ANI) to develop and deliver the Nuclear-Powered Submarine Construction Yard (NPSCY) project at Osborne, South Australia. We will provide program and construction management services of nuclear related civil infrastructure, site‑wide nuclear licensee development expertise, and nuclear safety leadership.

Key Responsibilities

  • Lead the development, implementation and continuous improvement of the Project Quality Management Plan, ensuring quality requirements are effectively integrated into all phases of project delivery.
  • Establish and maintain project quality management systems, processes and controls to ensure compliance with contractual, regulatory and organisational requirements.
  • Review client specifications, standards and quality requirements to ensure all project assurance obligations, deliverables and acceptance criteria are clearly defined and achieved.
  • Provide quality leadership and guidance to project teams, fostering a culture of quality, compliance, right-first-time delivery and continuous improvement.
  • Develop, implement and monitor project quality objectives, performance measures and key performance indicators (KPIs) to drive quality outcomes across the project.
  • Lead audit and assurance activities, including internal audits, surveillance activities and external assessments, ensuring findings are effectively managed and closed out.
  • Collaborate with engineering, construction, procurement and commissioning teams to ensure quality requirements are embedded throughout project delivery.
  • Build and maintain strong working relationships with client representatives, delivery partners, regulators and certification bodies to support project assurance objectives.
  • Ensure project quality records, documentation and evidence are maintained to support compliance, traceability and project handover requirements.

 

 

About You

  • Degree qualified in Engineering, Construction Management, Quality Management or a related discipline.
  • A minimum of 7-10 years' experience in construction, engineering, manufacturing or major project delivery environments.
  • Relevant quality management qualification, such as a Certificate of Attainment in Quality Management, Lead Auditor qualification or equivalent.
  • Demonstrated experience in quality assurance, quality management or project assurance roles on major infrastructure, defence, construction, energy or industrial projects.
  • Strong understanding of quality management systems and relevant industry standards, including ISO 9001 and associated assurance frameworks.
  • Proven experience developing and implementing project quality management plans, assurance processes and governance frameworks.
  • Applicants must be Australian citizens and hold or be able to obtain an Australian Defence Security Clearance to NV1 level.
